more interesting is why the current location of those vertical pipes?

In the first pic below, the one of the left is the outlet. The one on the right has another tube inside similar to this one on youtube below that I really like an inspired me.
The top of this tube(on the right) will be blocked off. The inner tube shown in the second pic below will be 1 1/2" from the top. I am hoping that it will work similar to this clip.
I.E. The flames will be sucked back down the tube on the right and out on the left tube.
